HAL-001, nicknamed Whiz Wheel, was a manual cipher disc, invented around 1987 by Jeffrey E. Man at the US National Security Agency (NSA). It was developed to replace the paper-based mnemonic table used with the Diana one-time pad cipher system of the US Special Forces (SF).

The device consists of two metal discs on a com­mon axle. Each discs has the 26 letters of the Latin alphabet at its rim – in alphabetical order (A-Z)– although one of them is reversed. This effectively makes it a Reversed Caesar Cipher — a variation on the Vigenère Cipher.

A third – scrambled – alphabet is printed on the outer disc, and is visible through a window in the inner disc. This is the output letter.
